To erase growing international concern over the “China threat” theory, China has made a special effort to create an international secure environment by adopting a foreign policy aimed at ensuring peace, harmony and prosperity for its neighbors, and treating them as good companions and friends.

To treat neighbors as good companions and friends has been a traditional virtue of the Chinese people since ancient times. At a summit meeting in September 2005, marking the 60th anniversary of the United Nations, President Hu Jintao spoke of his nation’s endeavor to build a harmonious world of peace and shared prosperity. It has since become a core principle in China’s diplomatic policy to create a harmonious world, and to minimize contradictions and disputes with other countries.

China’s State Council recently convened a group of experts to study and draft a White Paper on Harmonious Diplomacy, which will lay down concrete provisions on how the ideal of a harmonious world will be incorporated into the country’s new diplomatic policy. The move signifies that China’s foreign policy will aim at fostering harmonious international relations that transcend antagonism and competition. It also heralds the emergence of a superpower that is committed to world peace.

Analysts have called for a global assimilation of diverse cultures with each preserving its own individual stand. When adapted to foreign relations, the idea of “harmony within diversity” translates into the “harmonious world” concept in China’s new diplomatic strategy.

Over the past three years, China has launched its diplomatic efforts under the theme of harmony. It has won worldwide acclaim for firmly upholding its ideal and acting as a mediator to find peaceful solutions to the “three hot topics in the world,” namely the nuclear issues in the Korean Peninsula and Iran, and the Middle East crisis. In 2006, China worked to promote international peace and harmony by convening three summit meetings focusing on the harmonious world concept: the ASEAN-China Summit Meeting in Nanning, the Shanghai Cooperation Organization Summit Meeting in Shanghai, and the Beijing Summit of the Forum on China-Africa Cooperation.

The past few years have seen China implement its harmonious world concept and emerge as the third global diplomatic center after the United States and the European Union. This is a sharp departure from its past focus on building up military power, and such drastic change has delivered an immeasurable impact on Asia and the world. It signifies the emergence of a great nation devoted to peace instead of military might.
